Liquidity Risk Oversight Manager

  • A financial institution is seeking an Associate/Vice President to join its Liquidity Risk Management Group within the Risk Management Department. This role sits within the Liquidity Risk Oversight Team and is responsible for providing ongoing review and challenge to 1st Line of Defense activities. Coverage includes traditional banking, swap dealer, and broker-dealer business lines, with product oversight spanning deposits, loans, commitments, derivatives, and money market instruments such as repos and reverse repos.

    Key Responsibilities:

    • Conduct ongoing and ad-hoc review and challenge of 1st Line of Defense activities, including internal liquidity stress testing, cash flow forecasting, contingency funding plans, intraday liquidity, and funds transfer pricing.

    • Develop risk frameworks and analytical tools to monitor key liquidity metrics and enhance review processes.

    • Provide independent challenge to the annual risk appetite statement refresh.

    • Participate in annual Horizontal Liquidity Reviews conducted by regulators and respond to inquiries and ad-hoc requests.

    • Prepare materials for risk committee meetings to report findings to internal stakeholders and regulators.

    • Assess new products, business initiatives, and services to evaluate potential liquidity risks.

    • Engage with internal audit during liquidity risk assessments and address any identified findings.

    • Enhance internal Liquidity Risk Oversight (LRO) processes and collaborate with the Independent Review Function (IRF) for annual risk assessments.

    Qualifications & Skills:

    • Experience in liquidity risk management from a 1st, 2nd, or 3rd Line of Defense perspective.

    • Strong knowledge of banking book products, including deposits, loans, off-balance-sheet exposures, derivatives (swaps, options), and money market products (repos, reverse repos).

    • Proficiency in VBA and Python for risk modeling and automation.

    • Familiarity with liquidity risk frameworks, regulatory requirements, and stress testing methodologies.

    • Understanding of funding plans, contingency funding strategies, and Funds Transfer Pricing (FTP).

    • Preferred experience with Federal Reserve Bank Horizontal Liquidity Reviews and MRA remediation.

    • Strong communication and presentation skills, with the ability to engage with treasury, business units, and audit teams.

    • Ability to effectively present complex topics to senior management and regulators.

    • Graduate or Postgraduate degree in a STEM field preferred.
